The effect of the new VGPB policies is to abolish the prescriptive monetary thresholds which currently determine the type of procurement activity which is undertaken, ie 3 quotes over $25,000 and open tender over $150,000 and to replace them instead with decisions as to the “approach” to market being made by procurement officers after they have conducted a market analysis.
The new policies do not apply to construction projects or to health purchases.
